سلام المسيح؛

 بداية تعريف مقتضب عن اللجنة: تضم هذه اللجنة أشخاص، التي تأسست و تسجلت ضمن جمعيات الأمم المتحدة عام 2005، لبنانيّون مسيحيّون ومُسلمون أصحاب إختصاص في مجالات : سياسية – دبلوماسية – عسكرية – اقتصادية – مالية – إجتماعية، هدفها إعادة الجمهورية اللبنانية إلى كنف الديمقراطية وإرساء دولة المؤسسات التي لها مكانتها بين الأمم.

في أسباب رفع هذه المذكرة : أولاً - لبنان جمهورية منهارة فاقدة للسيادة الوطنية، ثانيًا – المؤسسات الرسمية منهارة بشكل دراماتيكي، ثالثًا – القوى السياسية منقسمة على نفسها ومأجورة تأتمر بالخارج، رابعًا – سلطة مسيحية كنسية وسطة مُسلمة عاجزتان عن القيام بأي مبادرة ، خامسًا – الجمهورية اللبنانية باتتْ ساحة صراع وتبادل رسائل، سادسًا – فراغ قاتل ومتعمّد في كل مؤسسات الجمهورية اللبنانية، سابعًا – هجرة مُبرمجة تطال الشباب اللبناني مسيحيين ومُسلمين.

في مُسببّات الأزمة اللبنانية :أولاً - سلطة لبنانية مسيحية ومُسلمة متواطئة تخرق الدستور وتستبيح المؤسسات ، ثانيًا – التسليم بضرورة إيجاد سلطة إنتقالية بديلة عن السلطة الصُوّريّة القائمة التي تنتهك الدستور والأعراف والقوانين، ثالثًا – خرق القونين والدستور من قبل السلطتين الروحية والزمنية بات عُرفًا بما يتناقض وأحكام الديمقراطية .

في آلية إيجاد خارطة طريق لحل المعضلة اللبنانية : أولاً – ضرورة الإقتناع بأنّ السلطات الروحية والعلمانية بحاجة لرفدها بقيادات جديدة متخصصة ، ثانيًا – وضع خريطة طريق إصلاحية تكون بمثابة سلطة إنتقالية تُعيد بناء الجمهورية إنطلاقًا من وضع قانون إنتخابي جديد يؤمن صحة التمثيل الصحيحة للمكوّنات اللبنانية ، ثالثًا – العمل على إصدار قرار أممي برعاية الفاتيكان يمنع أي تدخل في الشؤون اللبنانية الداخلية، رابعًا – حظر إدخال السلاح بطرق غير شرعية إلى لبنان ، خامسًا- تطبيق عملاني للقرارات الدولية .

جانب الكردينال المحترم ، نحن بحاجة لتحرك سياسي – دبلوماسي فاعل على مستوى الداخل والخارج لإنقاذ ما تبقّى من الجمهورية اللبنانية ، وعلى أمــل أن تتجاوبوا مع مضمون مذكرتنا هذه .

Diplomatic Memorandum No. 77/2024

Subject: National Memorandum

Peace of Lord Jesus Christ,

A brief introduction about the committee:

The committee, founded and affiliated with the UN since 2005, includes Lebanese Christians and Muslims who are experts in the fields of: politics, diplomacy, military, economy, finance and civil society. Its goal is to restore the Lebanese Republic to the fold of democracy and to rehabilitate the state institutions to reach a high rank among nations.

The reasons for submitting this memorandum:

Lebanon reached the situation of a failed republic that has lost its national sovereignty: “1- The official institutions have collapsed dramatically; 2- The political forces are divided, sponsored and follow foreign orders; 3- The Christian church and Muslim authorities are incapable of taking any initiative; 4- The Lebanese Republic has become an arena for conflict and exchange of messages; 5- A deadly and deliberate vacuum in all the republic institutions; 6- A programmed migration that affects young Lebanese.”

The Reasons of the Lebanese crisis:

 First: A complicit Christian and Muslim Lebanese authority that violates the constitution and abuses the institutions. Second: the acceptance of the necessity of finding a transitional authority to replace the existing symbolic authority that violates the constitution, customs, and laws.

Third: The violation of laws and the constitution by the spiritual and temporal authorities has become a custom that contradicts the provisions of democracy.

In the mechanism of finding a roadmap to solve the Lebanese dilemma:

First: The necessity of being convinced that the spiritual and secular authorities need to be supported by new specialized leaderships. Second: Developing a reform roadmap that serves as a transitional authority that rebuilds the republic based on the establishment of a new electoral law that ensures the correct representation of the Lebanese components. Third: Working to issue a UN resolution sponsored by the Vatican that prevents any interference in Lebanon's internal affairs. Fourth: Prohibiting the illegal entry of weapons into Lebanon, Fifth: Practical implementation of the United Nations Security Council resolutions for Lebanon.

Honorable Cardinal, we need an effective political-diplomatic move at the internal and external levels to save what remains of the Lebanese Republic, and we hope that you will respond to the content of this memorandum.
